I'm low budget enough to say "duct tape" if it's just the top that you're worried about.

Duct tape will ooze sticky glue that gets on your clothes. Use black gaffer's tape.

pretty easy to buy fake leather or vinyl or whatever that is and just tack it over the existing leather. or you could remove it all and repad the seat. depends on the quality of the chair i guess and it it's part of a set.

I'd cover the seating part with another fabric, maybe some duct tape under to avoid itchy seating. Fabric could be anything, some leftover materials, etc.

If you know someone who crochets, they can make you a granny square to cover it. Then it’ll look cool, plus they can probably just use scraps. I know that’s what I’d do.

Take the pad off. And get some fabric or some faux leather or vinyl and staple it on and put it back on the chair.

Exactly this. It's cheap and easy, and can be done with the cheapest of staple guns (which you can use to reupholster all your similar chairs)
You can find fabric or repurpose some old curtains, drapes, or tablecloths found at Goodwill!
Buy pleather and upholstery glue. Remove the old material if the foam rips off you can always add more foam or replace it and clean the surface as much as possible. Cut and fit the new sheet, leaving some extra material so you can stretch it underneath before gluing it in place. The wood pieces look fine. I think you’re just worried about the worn out seat. I might be wrong though. Sorry for the grammar lol. Hopefully that makes sense.
Can the leather be removed? Unscrew the padded seat from the base. Get some fabric to reupholster, maybe some cheap curtains
you can get some sort of topper , cut to shape, and staple it to the bottom of the frame

This doesn’t get any easier. Flip the chair over, remove the screws that hold the cushion. Take the fabric off (or not) go to a fabric store and get upholstery fabric or leather. Wrap it in the fabric just like what came off. Staple in place. Screw it back together. Be careful in the corners. Theatre folks do this all the time. Each sho me gets new upholstery in the same be old chair.

Stapler + fabric is all you need to reupholster the thing, really. A small hammer and tiny craft nails will help tremendously. Your goal will be to sufficiently stretch your new fabric over the seat such that there's no looseness where you'll be sitting. The hammer and nails helps you get everything situated where you want it before you go with in with staple gun to secure the fabric. Once it's secured, you remove the nails and voila, reupholstered chair. If you have some basic tools and the chair is deconstructable, I'd recommend taking the chair apart first to make life easier. But assuming it can't be taken apart, just take your time and you'll manage.
This is the correct cheap but fabulous answer. The seat should have 4 screws holding the seat on. Stretch and staple your choice of fabric and it will look like *new*.
Amazon has cheap chair covers any color you like and they stretch and wash easily, very cheap too

Get some nice fabric from a thrift store or craft store in bulk. I don’t know if you have yard sales in your area but I’ve found tons at those. You’ll need a staple gun, but there’s tons of YouTube videos how to reupholster.
Unscrew the seat and recover it will pleather from the fabric store. Just need to staple it.

Make a weave pattern with duct tape but do not extend the tape past the preexisting cover. Also you'd probably take the seat entirely off the chair, this is generally made to be easy to do.
You could buy a shirt or some kind of fabric from the thrift store too to make it even cheaper
Just reupholster it? It's not hard if you take off the old "leather" and use it as a pattern for the new. Amazon has a bunch of different high-quality seat leather selevtions.

I’m pretty sure I sat on this chair in the early 80s. I remember it scratching my leg where my Umbros end.
Black Gorilla Tape. $8 for the roll. Tape it up evenly over the full seat. Over lap the pieces so that it does t come apart. I had a folding chair that i repaired this way 10 years ago, it’s still doing well.

After reupholstering, make sure to maintain it. Oils, sprays, avoiding beans and standing up to let explosive farts rip are all great ways to maintain leather seats
You have to turn it upside down, unscrew the pad off you may not even need new cushioning, you may be able to just put new fabric or leather on the top.
