This has been around for years. It's a version of right-turn, U-turn, right-turn. It's too extremely condensed, though.

If he had properly made the turn and a proper U-turn, it would have been legitimate. There’s nothing illegal about taking a faster legal path - it actually makes traffic smoother. I do so commonly when traffic is backed up before a left turn I have to make due to a train going by. I turn right instead, then do a U-turn 50 feet down that road at a proper spot, and get to skip 5-10 minutes of waiting.

  I encountered this back in the 80s when I first got my driver's license. Some guy did this next to me to get around a bunch of red lights in a row. However, by the time he completed his maneuver, the light would turn green and he'd wind up next to me at the next red light, where he would repeat to the same result.
