For me, I’d rewrite Tenten to make her more of a scroll + seals master, goal of collecting the 7 swordsmen weapons and to learn + teach Naruto the FTG.
For arc, before Sasuke and Itachi meet again, I’d want a mini mission arc for team 7, to show their bond just one more time :(
I'd rewrite the war arc and make it more like a new Akatsuki under Obito versus key players from various shinobi villages. Obito gets both rinnegan. I'd give Tenten some love for sure. Flying raijin is a good call. I'd also introduce something where she picks up a chakra saber somewhere and gifts it to Kakashi, and he starts using a chakra saber again.
Character easily Sakura, she was annoying and useless throughout the original series, turned into a badass in the kazekage arc, then went back to being useless until the war arc. I wish Kishimoto just put more effort into her character Arc I’d say 4th Shinobi War, I didn’t like the whole thousands of white zetsu concept, I wish the war would’ve been a bunch of skirmishes between a handful of high level jonin/kage
Have Naruto and Tenten be friends from the orphanage. The night Naruto steals the scroll tenten tries to stop him and they both see the contents inside. He learns MSC jutsu and she learns FTG

Wishful thinking of a someone with terrible taste, but no, the story wouldn't be saved. Madara implanted his Rinnegan into Nagato many years before Obito even got crushed by the boulder. He already had a plan. He needed a safe, compatible vessel to safeguard his eyes while he was dying, and later, to resurrect him with Rinne Rebirth. He chose Nagato specifically because of his Uzumaki heritage, as their massive chakra reserves and immense life force were the only way to wield the powerful Rinnegan without dying of chakra exhaustion. If Obito didn't fall into Madara's hands, he would have simply used Black Zetsu to manipulate Nagato, and boom, we've got the same story as in the original.

I wish Dosu lived. So much potential. He could've shown up in the Tenchi Bridge arc, still pretending to be loyal. Have him fight Sai or Yamato. Then later he helps Sasuke kill Orochimaru. Maybe he's a lookout so no one like Kabuto interferes? After that I see two options for Dosu. One he joins Sasuke and becomes a member of team Hebi. Or two he takes a bunch of Orochimaru's resources and builds the Sound village into a proper ninja village.

Madara shouldn't have activated the Infinite Tsukuyomi to begin with. He was way too smart and cautious to simply listen to whatever that voice was telling him to do with the Divine Tree and as far as he knew anyway, it was a critical part of activating the Infinite Tsukuyomi, he wouldn't absorb it into himself.

I would rewrite Ino and give her a small arc about the Yamanaka jutsus and her connection to her father. I feel like we had that with Choji and Shikamaru and their fathers, but with Ino it was just her father being the "oh daughters are so complicated" "which of the guys are you going to marry?"... like, ugh

War arc and nerf Madara. Big final battles are 1v1 instead of just saying the old generation is just a bunch of gods and everyone is weaker now for whatever reason Sasuke vs. Madara (last uchiha vs ghost of uchiha. Battle of ideals to overcome the OG emo boy) Naruto vs Jubito (current hokage dreamer vs. Old past hokage dreamer that went down the wrong path) Sakura vs Kabuto? (Busting your ass to change yourself vs just copying and absorbing other people?) The rest of the cast can have nice matchups vs the reanimated people during the war. We can skip the Hokage coming back because the glaze takes away from characters we've been building up for decades. Skip Itachi coming back. He already did his thing and Sasuke got his closure. No need to drag him out again just for fan service. Sakura can figure out how to stop Kabuto. Have more characters die: Tsunade (we don't need 10 retired Hokage walking around), Kiba (gonna need that scene with akamaru crying), Choji (dark Shika motivation for the future),
They’re not weaker for “whatever reason”. It’s a theme across a lot of media that times of peace or near peace (like we have for most or Naruto and shippuden) the people grow softer and aren’t as strong as those who participated in war. Hence why those who participated in the 3 previous wars and people from the warring states period are, in general, stronger then those right now
Keep Dosu alive, he was a wasted character who had a lot of potential. In fact, keep his entire team alive; it would've been interesting to have them as the equivalent of Team 7, but from Otogakure. I do get why they were killed off though; Dosu's death was to showcase how strong Gaara is, while Zaku and Kin were used as sacrifices for Edo Tensei, showcasing how ruthless Orochimaru is. Still, they deserved better and it doesn't really help that Studio Pierrot went out of their way to give Zaku a sad backstory in the anime.
Hinata… I’d like for her to have a more complete story arc that is about more than Naruto and to give the Hyuuga clan more relevance.
Haven't seen The Last but given that and everything to do with the Otsutsuki clan you'd think the Hyuuga would be much more important to the overall story. Guess that's how it is writing weekly chapters
I want to rewrite Shizune a bit. She's a really fun character. But get to do little outside of her introduction arc. Most of my rewrite would happen in the war arc. Shizune is the one that defeats her Uncle Dan. He has been using his Spirit Transformation technique to possess various Ninja and then making them kill themselves. Shizune finds Dan and confronts him. Throughout the fight Dan begs Shizune to run. Not wanting to kill his own niece. But she keeps fighting, insist she has a plan. When Dan goes to possess her body Shizune bites down on a hidden capsule in her mouth. When Dan tries to force Shizune to take her own life he finds that her body won't move. He tries to leave her body, but can't do that either. Shizune had made and taken a drug the not only paralyzes someone, but also even prevents chakra from moving. The drug holds Dan in place for the duration of his Jutsu and gives enough time for others to seal his body. Then later when Kakashi and Guy go to reinforce Naruto and Bee. Shizune also joins them to provide healing and other support. Also for a new arc. Just give more time to team Hebi/Taka. Give all the members some more time to shine.
Even “main” female characters like Sakura and Hinata didn’t get much love. So of course Shizune was a lost case.
Itachi is way too out of character even under cover and next to another Akatsuki member when he's torturing Sasuke. It's like Kishimoto didn't yet have the idea for Itachi to not be evil and what he does to Sasuke in that hallway is also the only thing he doesn't try to explain away as some form of Itachi caring for him when the truth is actually revealed. Cause it's inexcusable.
This is a bit of a mystery, but the reason for the Tsukuyomi was to intentionally exhaust himself, besides the fact that he couldn't reveal much since he had Kisame watching him, so basically that was it, to intentionally waste chakra, be exhausted and from there have an excuse to escape and not catch Naruto, not to mention that Itachi ultimately fails, which is the joke of his character.
Just because he wasn't pure evil doesn't mean he's pure good. I think the problem is people only want to see Itachi as the perfect and purest form of a human being, which was never the case.
i'd add an arc inbetween the land of waves and the chuunin exams that shows the missions they went on inbetween them, that way you get more time seeing team 7 being a team and it hits harder when sasuke leaves, for a character i'd say make itachi a better spy, or one at all, have him actually give intel on akatsuki members and their plans to the leaf, when we first see him use tsukiyomi on kakashi have the screen fade to black and kakashi falls, then reveal in a flashback that he didn't torture kakashi but gave him important intel on the akatsuki as well as his plans to die by sasuke's hands, also have him secretly meeting up with jiraiya or his spy network, as i see kakashi and jiraiya being the only ones he trusts with this information after hiruzen's death, obito knowing about this is optional but i don't see him getting rid of itachi unless it's more costly to keep him alive than risk something to kill him
why would they reveal that itachi is a spy? that would kill the entire point of the sasuke vs itachi fight and also butcher the reveal in shippuden.

Sakura, I'd change her arc to her finding the truth about Itachi, telling Naruto and asking the others to help them find Sasuke, so they can bring him back to the village. With the twist that Sasuke already knew and contemplates joining them or destroying the leaf. I would've liked to see her get to understand Sasuke a bit more, through research on the Uchiha and all that. She could've been a nice bridge between Naruto/Sasuke and Itachi/Uchiha massacre. Itachi believed Naruto would always take care of Sasuke and i wish he saw the same in Sakura. That way, it might feel like this part of Sasuke is connected to team 7 in some way. His "new family" coming to understand the loss of his real one.
Make Naruto more creative with his Wind Nature chakra instead of just infusing it with his Rasengan. The filler arc in which he use his wind chakra in a jutsu collaboration with Gamakichi and Gamatatsu was fun to watch.
Jiraiya, I'd written him he fold back at Pain's fight and flee back to hidden leaf. While he might not get sufficient data, at least he already knew who Pain is and power of Rinnegan. Its much better for him to return alive rather than had him pointless death with ambiguous obscure info on an old frog's back with an ero novel as a key to decipher it, while Jiraiya himself actually DOES have many escape attempts actually. Naruto was already orphan, no need to remove his godfather, thats too sad. I just wanna see him watch over Naruto becoming Hokage till the end man... and see if he could reconcile back with Tsunade...
I rewrite Neji keep most the intro the same but have him be subsituted with Sai as both Anbu but also a new member of Team 7 for the sasuke retrevial From there have him help Naruto train since you know charka control And have Naruto help mend his and Hinata now very distant relationship
