If you are a foreigner and been to Egypt, you know not to buy in Egypt already. Maybe if you're a Egyptian expat but then you probably have family that can rip you off helping you buy property, not the OP.

However, avoiding Egypt entirely is not the only solution. Like many countries, the real issue is usually how the purchase is handled: proper due diligence, verifying ownership, reviewing contracts, and making sure the buyer has independent legal representation.

The resale restrictions part is what gets people, I've seen contracts where you basically can't sell for 5 years without developer permission and they take a cut too. In Hurghada some developers structure it so you're almost trapped in a timeshare-like situation even if you bought outright The registration point is huge also. I know someone who paid full price for an apartment in Sahl Hasheesh and after 3 years still don't have registered ownership, just a stack of papers that courts might honor or might not.
