I think that’s already how most people stretch. Most full-body static stretching routines are done as a circuit. If you’re doing multiple sets, you just repeat the circuit. That said, I think most people just do one round.
I've started pairing up stretches in the beginner routine and supersetting them purely to save time - e.g. I'll do 30s squat, straight into 30s hamstring, then repeat for 3 sets.
I imagine, as with weightlifting, there is some impact on performance by doing this, but is there any big issue with structuring a stretching routine this way?

That's how flows work in pilates and yoga. The transition between helps through all the connecting muscles instead of focusing on one section at a time.
