I honestly grew up thinking that the animated Lex Luther was a light skinned Black man my *whole* childhood while Billy Zane was in his popularity, so it's hard to see.
He's based of Telly Savalas especially his portrayal as Ernst Starvo Blofeld in On Her Majesty's Secret Service.
