In the context of a medical disability or injury? Generally flexibility isn't directly connected to strength. Mobility is a lot more connected to strength.
You don’t have to be strong to be flexible, but being flexible without the strength to support it increases risk of injury.
Probably! I’ve seen online people say that if your muscles aren’t strong at the end range of motion stretching is harder. Not sure if this is true but it seems true for me. For example I regularly deadlift and touching the floor is pretty easy for me even if I don’t stretch regularly. If I do stretch weekly then palms on the floor is fairly easy.
you can get flexible without it but honestly it feels way safer once your legs can actually hold the range. my splits only got properly controlled after i started doing slow lunges and just sitting in the end range on purpose, no equipment needed for that
Passive stretching gets you the range, but your legs need strength to hold it under load. Air squats and lunges cover most of what you need with zero equipment. Calves and hip flexors are usually the weak links at end-range for people working toward splits.
