What? This was barely readable. Like any submission based applications, organizations get what they get and then make subjective decisions based on subjective quality. Often times it comes down to artist statements, biographies, impact statements, which are also subjective and run contrary to the often boiler plate (we're open to everyone) statement on these things. This is one reason why AI run by scammers has been slipping into cracks as it is a numbers game. For writers these are slightly better lottery ticket chances. It isn't that skill doesn't matter, but once you're in that subjective window you don't know what knocks you out or keeps you in.
