I never thought about this, but it's interesting that Minato of all people is the one who says it's too fast, and he's obviously faster. So as you get better your senses probably improve and you don't suffer tunnel vision, but someone like kid Kakashi wasn't at that level and wouldn't be able to handle it.
The Chidori specifically is a move where you run into a straight line extremely fast, if you use it without the Sharingan you'll leave yourself open to counterartacks, if you have the Sharingan you'll be able to properly react without suffering said Tunnel Vision.

Because as you move fast or makes a tunnel vision... When using the shrangain you see things differently where you can focus. But kakaish in boruto said that's why he can use purple Lighting instead. But maybe not point blank hit assassin style that's the main point of the move.
Chidori is a full speed, head on attack. That makes it easy to counter. Chidori also has you run at what's essentially your top speed. Being too fast narrows your vision so now you are easy to counter and also can no longer perceive said counters. Other people don't have that problem because they typically have a physical stat boost. Ay's lightning cloak boost his reaction speed so he can move at full speed and still perceive counters. Guy has the 8 gates which are an overall physical boost..

The first gate unlocks the Chakra gate in the brain, letting the user fight through exhaustion. The sharingan also uses Chakra within the brain, so I'd imagine that they both boost perception in some way. As far as people like A using lightning cloak, it's overclocking their bodies.Naruto, just being casually faster than A, uses a sensory technique thanks to his sage mode. There's also the fact that you don't inherently need a sensory technique like the sharingan to perform faster moves like the chidori, it just makes aiming them much easier. A talented shinobi could 100% factor in that they can't see where their going at high speeds like that and use their techniques in short dashes. It would he like aiming a gun, you can't see the bullet as it travels but you have a good idea of where it's going to end up.
Eight Gates users get inhuman levels of physical abilities, like you can freaking run in the air. A enhances himself with lighting, the other old Raikage can do something similar if not better, but you still don't get as much fast awareness compared to a perfect Sage like Naruto. The only exception is Minato which a LOT of people mistake him as being fast (which yeah, he kinda is), but his main feat is teleporting and having sick reflexes and awareness while doing so, I would dare to say that he would have done the same as Naruto without the need of Sage, I would bet that he would handle the Chidori nicely as well, that mixed with Hiraishin would be sick
My thought is it's a matter of momentum- it isn't just fast, it's hard to change direction and impossible to stop. If the foe avoids it, you're stuck until the jutsu concludes- and are highly vulnerable as a result. With the Sharingan, the ability to turn at all becomes vital because you can predict where to turn ahead of time, and seal off the foe's ability to simply dodge. The other high-speed jutsu lack the trait of momentum. They're highly agile, able to turn easily and (perhaps most significantly) stop at will. You don't need the Sharingan to use these because you don't need to predict your foe's moves- if something goes wrong, you aren't fully committed and can just... stop.
Because when you use chidori it radiates blue light and makes your red sharingan really pop out, it's just a matter of drip
I dont think they meant it literally can't be done without Sharingan. Kakashi and Sasuke just did not have access to the higher level gates or A's lightning overclocking. I imagine it could be used with several jutsu that significantly increase your ability to track fast movement and react at supernatural speeds
