“HE’S right on that plate; it’s gonna happen.” Meaning the batter has positioned himself close to the plate, i.e. “crowding the plate”, and he’s more likely to get hit by a pitch when taking that strategy.
He almost doesn't say the subject at all, which makes this an example of a phenomenon called subject ellipsis, which is where (in informal speech) the subject is implied and therefore becomes unnecessary to state.
