The refrigerant has leaked out, most likely. You can buy a recharge can (with leak sealant) and attempt to add it back in. This usually has limited effect. You may have to have the entire system serviced, which can get pricey.

Does the air get colder when you drive faster? That points to a bad condenser fan

Find a new repair shop since you say you've already had it repaired.
Well, did you have a warranty on the work and parts? Three weeks is not long enough. Most people's first move is calling that mechanic and not asking for Reddit's input.

Your losing refrigerant.......they should do a pressure test, to see where its leaking from.
Find a different mechanic if they won't fix it again for free. Three weeks isn't long. Not all mechanics are the same, some are good and honest, some aren't.

You need a better mechanic. It should not have all leaked out again.
