The update will come when it comes. No date has been given. It is not out now which is why you can’t marry Clint in your game.

It's not bugged, it just hasn't been released yet. CA does very long-form updates for Stardew. The announcement likely came a year or more before the final version will be released.
It’ll come when it comes. He announced it so we have something to look forward to, he doesn’t owe us a release date.
