  The answer is, itself, nothing. He *wants*, but he doesnt know for what, because he is a surprisingly simple man whose greatest need at any moment changes on a whim and centers purely around his own hedonism. What can the compass point to that will fulfill him at any moment when he could be just as satisfied draining the bottle in front of him? How can the compass point to the one thing he really needs - understanding himself? And when it tries, he rejects it and flees, sending the compass spinning.

    I feel like the compass itself is a bit sinister in its mechanism. It's so well suited to Jack because he's a trickster who thrives on chaos and a kleptomaniac who pockets anything that seems valuable, it leads him to the things that he'll get the most fun out of because once he has a rough idea of what he wants, he can improvise, something more in line with "well, the compass led me to this dark room....ooh, I wonder what this button does" Again, that also explains why it points to Jack in Elizabeth's hands, there's probably a hundred different ways she could feasibly find her way to Will, but if she sticks with Jack she's in for a wild ride that's the most direct path to finding him. It's also why she denies the compass when it does that, she thinks it's telling her she wants Jack, when it's actually telling her that she can use Jack to get what she wants, and besides finding Will, the last time Jack took her on a ride she felt more alive than in her sheltered aristo life, she just has to give in to her baser impulses  and it all snaps into place

    I'd also add that he spent a decade chasing after the Black Pearl as his chief desire, as it was what made him CAPTAIN Jack Sparrow. He'd only just reclaimed it and wasn't yet sure what his next goal would be. Really his chief desire was to save his own skin, and the best chance at doing that was Elizabeth. The problem is as you said at that point Jack is a hedonist, so he thinks his earthly desire for her is guiding the compass rather than it being the best chance of survival.

    I think it's more that he wants *everything* rather than just blind want. He's desperately searching for a way that he can square his debt with Jones where he still remains a free (and alive) man which is impossible given the circumstances and he ends up dead because of it. He wants all the upsides with none of the tradeoffs and the compass cannot figure it out, so it doesn't know that Jack wants the chest or not because he still doesn't know either. His goals are vague and full of doubt and as such the compass can't help. The compass works with Elizabeth because she only has one goal, finding Will. It points to the chest because Jack tells her she wants it to find Will and she believes him. It also points to Jack later on because he's the best chance to get Will back.

  My best interpretation is that Jack was looking to get the Key. that's what he was looking for, and it's what the compass was malfunctioning about. *And he has every reason to be hesitant about it.* Because every option he has once he gets it... is bad. He could get the key, kill Davy Jones, and become captain of the Dutchman. But he doesn't want to do that. He could get the key, attempt to use it to *barter* with Jones... but that brings them into direct contact and makes Jones angry with him, and he doesn't want that. He could get the Key, use it and the chest to hold Jones hostage... but that's the same problem as option 2. Claiming the Key is an escalation. and Jack is not, at all, emotionally or mentally prepared to escalate against Davy Jones. He wants to find it, yes. but he simultaneously wants to be as far away from the entire situation as possible. the compass can't point at anything because Jack can't decide what the hell he wants to do.

    That'd also kinda explain his conversation with Bootstrap, he keeps trying to talk his way out but it won't happen But that also kinda confuses the central plot. If he wants the key, but not so much what the key entails, then why get others to lead him to it? Ultimately he'd still get the key and be stuck with his dilemma. And once he's close to the heart, the compass does work, it tells him where it is, he taunts Jones with the jar of dirt he thinks the heart is in, he seems pretty sure of himself once he has it Jack Sparrow doesn't seem like very meticulous a long term planner, it's fair to assume he's not accustomed to mulling over the implications of his actions, once he thinks he has the heart; his mission's a success, he now has leverage, he feels he can improvise from here on out

  I don’t think Elizabeth is the answer, at least not to the original problem. The timing works against it. Jack’s compass is already unreliable before Elizabeth or Will re-enter his life. The novelisation even makes Gibbs say that the whole crew knows the compass hasn’t worked properly since Jack was rescued from the gallows at the end of the first film. That’s a very interesting place for it to stop working, because Jack has just spent ten years wanting one thing with almost religious consistency... the Black Pearl. Barbossa stole it. Jack spent the entire first film getting it back. The Pearl is his freedom made physical. He can go where he wants, answer to nobody and disappear over the horizon whenever civilisation becomes inconvenient. Then he finally gets it. For perhaps the first time in years, Jack has the thing he wants most sitting underneath his boots. So when Dead Man’s Chest begins, the compass no longer has one wonderfully simple obsession to follow. Jack has the Pearl, but the bargain that originally gave it to him has matured. His thirteen years are up. Jones owns his soul. That produces several desires which all amount to, remain Captain Jack Sparrow, but demand completely different courses of action. He wants to keep the Pearl. He wants to remain free. He wants to remain alive. He wants to get out of his bargain with Jones. He absolutely does not want to go anywhere near Davy Jones while accomplishing any of the above. Unfortunately, the solution to four of those problems is sitting somewhere dangerously close to the fifth. That’s why I think the key and the chest make the compass problem worse rather than solve it. Jack understands that there’s some way of getting leverage over Jones. He steals the drawing of the key and starts pursuing it before Bootstrap even arrives with the Black Spot. Once Tia explains that the key opens the chest containing Jones’s heart, the route becomes obvious. Get the heart and Jones can no longer collect his debt. Jack knows what he needs. The problem is that what he wants at any given moment is frequently the exact opposite. To obtain the heart, he has to move towards Jones. To survive Jones, every instinct in his body is screaming at him to move away. That’s why the Black Spot doesn’t contradict his indecision. The moment Bootstrap puts it on him, the situation becomes wonderfully uncomplicated. Kraken coming. Sea bad. Land good. Hat can fend for itself. Jack suddenly becomes the most decisive navigator in the Caribbean because, I would prefer not to be eaten today has temporarily defeated every competing desire. You can see the same contradiction immediately after Pelegosto. Gibbs suggests sailing into open water and Jack agrees only insofar as they remain in the shallows. That makes no nautical sense until you remember that Jack wants to continue his voyage while remaining somewhere the Kraken can’t conveniently drag him into the abyss. Will then arrives and gives him another possibility. Jack can send someone else towards Jones. Now Jack is interested. That’s Jack’s strategy through much of the film. He keeps trying to solve the problem while remaining one step removed from the dangerous part of solving it. Will finds the key. Elizabeth finds the chest. Gibbs recruits the replacement souls. Jack would very much like to defeat Satan provided Satan doesn’t insist upon an appointment. Elizabeth becomes useful because her desire is much less divided. She wants Will. Jack persuades her that finding the chest is the means of saving Will, gives her the compass and suddenly they have a heading. Elliott and Rossio specifically say in their commentary that when the compass appears to point in Jack’s direction, it isn’t actually identifying Jack as the destination. On Isla Cruces it continues pointing towards the buried chest even while Elizabeth thinks it may be pointing at him. She is attracted to Jack. The film plainly plays with that. But attraction and the thing you want most in the world aren’t inherently the same thing. Your explanation works better. Jack is the route she needs to follow because Jack is taking her towards the thing that can save Will. Once they reach Isla Cruces, the physical chest and Jack happen to keep occupying inconveniently similar directions, which the film uses to torment her. And I definitely wouldn’t use the Flying Dutchman captaincy to explain Jack’s earlier indecision. Jack doesn’t learn the full succession rule until later. In Dead Man’s Chest, his plan is to possess Jones’s heart and use it as leverage. By At World’s End, after actually dying and spending time in the Locker, immortality has become much more attractive. Hence, death has a curious way of reshuffling one’s priorities. That’s a new answer to an old fear. The most interesting part of the compass happens at the end of Dead Man’s Chest. Jack abandons the Pearl in the longboat while the Kraken attacks. He has finally done exactly what his survival instinct has been demanding for the entire film: leave everyone else behind and get himself somewhere safe. Then he looks back. Then he looks at the compass. We aren’t shown where the needle points. And Jack turns the boat around. That’s the culmination of the problem Tia identified. For most of the film Jack wants freedom, the Pearl, survival and escape from responsibility simultaneously. Eventually those things become mutually exclusive. He can save himself or return to his ship and crew knowing perfectly well that the Kraken is coming for him. For once, Jack actually chooses. He returns, helps save the Pearl, stays behind when the others escape and walks towards the Kraken with his sword drawn. I’d say Jack knows broadly what he wants. His life as Captain Jack Sparrow, free aboard the Black Pearl. What he can't decide is what he is willing to risk or sacrifice to keep it. The compass gails because almost every road available to him preserves one part of his life by destroying another. That’s also why it starts becoming useful once Jack can get someone else to hold the bloody thing.
