A bard is good for a comic relief
Please... *Please...* No more "funny" bards. Like, if you're a person who knows how to be funny, go for it, but if you don't have the skills... I'd think twice. Bards already have an unfortunate reputation.
So if a player wanted to make chainsmoking cat a character in 5.5e what classes and stats would u pick and why?

To expand on this, comic relief characters are typically Miserable to play with. If this is a oneshot, then that's one thing, but for an actual character, no
Tabaxi… any class/character can smoke, as there are no rules or restrictions in that regard. Good rule of thumb: check with the group before investing in a ‘comic relief’ character. They can often be more of an annoyance than actually bring fun to the table.
I'd start by checking with the rest of your group if this is something their going to be cool with , sometimes what one person thinks is funny other people at the table are going to find annoying or emersion breaking.
this is a group of clowns its fine lol I was originally thinking some kind of drunken master monk with a high con score and incredibly low intelligence. the anime character im wanting to reference is kinda gross and lives in squalor, kind of reminds me of Charlie Kelly in always sunny but a cat person tbh
I mean, the character in and of itself isn't tied to any class or stats. They all work. As long as the tone of the campaign works for comic relief, anything goes.
I'm playing an ice cat, who is basically just a weird deadly huge house cat themed around ice. A Winter Walker Tabaxi Ranger, spells are flavored as cat. Zephyr Strike = Zoomies, slashing weapon attacks are claws, etc. Only level 3 so far but fun and it has been easy to ƒlavor stuff.
For you, i'd say rogue/warlock dip (DEX > CHA). Rogue gives you the detached, always-watching-from-the-shadows energy like a cat, and Sneak Attack for when the cat finally decides to care about something. Fiend patron warlock is the smoking, the smoke is an ember of hellfire and has magical power or something. Reflavor Eldritch Blast as a flicked-out ash or a exhaled jet of smoke?
Feats**:** Lucky = cat's extra lives. Alert: nothing sneaks up on a cat who's sitting there smoking while watching their environment.
A one shot? Play tabaxi with roleplay your addiction and cravings. Longer, (semi)serious campaign? Don’t make a character with „comic relief” trait being the first thing in mind. Rather, try making a character first, and then think of ways to make them silly.
Suggestion, a character with a lot of fire/smoke spells, and the cigs are a foci of sorts. Can still be plenty funny, but also weaves the character flavor into more mechanically useful abilities.
Honestly, I wouldn't go any deeper than that with it. Chain-smoking is honestly a kind of fun character quirk. That's enough.
