Nah, to be honest the recovery makes sense. It's not like a bull like that is in a fighting mood. It might feel like it has to, if it felt surrounded. But the onlookers clearly gave it enough space and didn't use the opportunity of pouncing on the bull when it was down, so if they keep their distance, I doubt they would appear as active threats. With that being said, all of this is coming with a generous serving of hindsight, to be completely fair. No idea what I would say, if I found myself there.. ✌️
Bulls and cows just hang around in India. It's way more common to just cross paths with them. I was on a beach one time and two of the bills just chilling there got into a fight and started plowing through some of the beach chairs. It freaked me out, but the locals barely even looked at them.

That will be difficult in India. In some parts, railway track is right near or in the middle of the agricultural land. Fencing will create more problem. That's why building bullet train track from scratch is taking too many years to complete.
