Both. Hebi Sasuke had a clear vision of who his enemies are. He had the perfect time to strike down Orochimaru. As for 5KS sasuke, he was on a Suicide mission where his vision for revenge expended.
Sasuke did not care that he might die at this point. In fact I think he was legitimately trying to get himself killed. Since Itachi gave up so much for him, and Sasuke fought him so hard he died, that list might have included Sasuke himself. So Sasuke picked the hardest fights he could, the 8-tails, Konoha, and the assembled Kage. Itachi had the mangekyo sharingan for several years before he started to go blind, Sasuke's only lasted a few months. He did not have long-term plans. This is why Naruto's clash with Sasuke in the Land of Iron was so important. Naruto was willing to put his life on the line, even die, to get through to him. Sasuke asked why, because the concept of his life actually being important to Naruto was an unbelievable concept. Naruto's response? "Because you're my friend!" Sasuke had to place more value on his life in the face of that. Shortly afterwards, Sasuke changed his mind and chose to implant Itachi's eyes, because he wanted to have a future.
I respect your theory, but I think you’re reaching a bit with the Sasuke just wanted to die part. (He states himself that he is not planning on dying) chapter 486 & 487. The reason he implanted Itachi’s eyes was because he was quite literally going blind from how much he used his MS & because he wanted to destroy Naruto & the Konoha.

Well, the moment Zetsu told the Kages, security automatically increased and they were on alert. Sasuke runs away and Sasuke loses his chance against Danzou. Element of surprise was Sasuke's only chance. It was either leave and attack Konoha directly to get to Danzou or go straight into the five kage summit. I don't know about you, but I'd rather fight a handful of shinobi than hundreds of Konoha shinobi.

Well, that happens because he was mentally more stable at the beginning of Shippuden; he started to go crazy after discovering the truth about Itachi. Also, at the Kage Summit, Zetsu betrayed him. He didn't want to fight the Kage either, although his plan to get involved was still very risky.

I fully appreciate the reality of the situation, Sasuke was all kinda of fucked up, but Naruto really jumped the shark for me right after the Itachi Fight and the Pain fight, for a lot of different reasons, but Sasuke’s path is a big part of it. It’s still one of my favorite shows, but a lot of the narrative choices Kishimoto made after the Itachi fight made it kinda meh, for me.

These situations are nowhere comparable at all. Sasuke has the surprise factor vs Orochimaru and was waiting until he was done training before attacking. At the 5ks he was planning to follow Danzo out and kill him elsewhere. Which failed since Zetzu snitched on his location, because Obito wanted Sasuke to injure the kages enough so he has a hostage. So he had no other option but to run the gauntlet and go after Danzo even with the odds stacked against him.

He was forced into conflict by obito and zetsu ratting him out. His plan was simply to assassinate danzo only before that. Just because he plan was exposed doesnt mean he’d give up on the chance to take out danzo someone whos notiriously hard to reach in his own village.
