PC isnt terrible to get started. They are older now so its uses are limited, but you can certainly run docker and some containers on it. Maybe find some upgrades. UPS will be interesting. Does it work? I would look at getting the batteries replaced if you can find replacements
Definitely replace the batteries. I got a couple units for cheap and the batteries were leaking and swollen. I had to unscrew each one and also carefully push and pry them out.
For free? Good haul! Grab some ddr3 (or ddr3L if the board supports it), you should be able to max it out without breaking the bank. It'll do quite a lot, I've got a router, DNS resolver, reverse proxy, nextcloud, and zfs running on a 4th gen optiplex with 32gb mem and it's great. The ups, you'll probably have to put a battery into, but load test it first and see for sure what you're working with
Buy a new battery for that UPS. You may not know it's current age.
I've been selling the same model for 40€ for a couple of months and I had no offers yet.
I have multiple SFF optiplexs (optiplexi?), including that generation. They are great, very easy to get started with. Runs the essentials (Jellyfin and Adguard) without breaking a sweat.
Replace the battery(s) in the UPS with LiFePO4 ones off Amazon.
UPS is nice but will probably need new batteries. PC is older but perfectly fine for a starter build.
Until just a couple months ago I was running dual 4 core xeons an 256gb of ecc ddr3 for proxmox. Thing was a beast.
