“HE’S right on that plate; it’s gonna happen.” Meaning the batter has positioned himself close to the plate, i.e. “crowding the plate”, and he’s more likely to get hit by a pitch when taking that strategy.
He almost doesn't say the subject at all, which makes this an example of a phenomenon called subject ellipsis, which is where (in informal speech) the subject is implied and therefore becomes unnecessary to state. Kinda wild that English let's you get away with that. Anyway, I love that some of you are using baseball to learn English. Fantastic choice.
