Judging from the big sticker on the guy's windscreen, it looks like one of those videos I used to watch years ago from Russia, where a group of guys used to intercept people driving down pedestrian walkways to avoid the traffic. They occasionally turned into violent confrontations, which was always entertaining.

I watched those guys at least 5-8 years ago. They put stickers on peoples windshields that drive in a pedestrian zones. They rage usually and the guys are protecting themselves with bigger guys with pepperspray
This is a Russian show where this guy looks for people who are parking wrongly and tries to reason with them, otherwise he puts a huge ass sticker (that is really hard to take off) on the windshield
