If I buy extra iCloud storage, will all my photos that didn’t transfer over to my new phone be transferred over?

  Is the 12 still signed in and able to iCloud backup?

  Only if you can back up the rest of them to iCloud. Normally you want to do a direct transfer from your old iPhone to the new iPhone not via iCloud backup.
