For whatever reason. It looks like he's ignoring you. You might not like it. But it's time to drop it and move on.
I joined a TFP group as an amateur model back in November. A photographer reached out to me to schedule a photoshoot and we exchanged Instagrams, but the dates he suggested didn’t work for me. We agreed to reconnect in December. December comes around and I message him, but didn’t receive a reply. I saw he ended up being out of town - it would’ve been nice for him to let me know, but whatever. I’ve worked with a few other photographers since, but was still interested in this one since I really like his aesthetic. A few months ago, he posted on his story that he was looking to do a TFP shoot and to message him if available. I responded to his story, he replied saying someone else reached out first but to stay connected for a future shoot.
Well, on Tuesday he posted on his story again about doing multiple TFP shoots this weekend and to “reach out if we’ve been meaning to work together.” I messaged him and he said he was adding me to the list and would send details later that day or tomorrow. Thursday, I still hadn’t heard anything so I asked what the time and location would be. He said he’d get back later that night - he did not. Today is supposed to be when we do our shoot. I messaged him again and he’s been online but hasn’t replied.
I don’t expect a response and won’t continue trying, but I’m just confused by this behavior. If he’s not interested in working with me, why did he reach out to begin with? The other photographers I worked with told me about all the times they were ghosted by models. Is it common for the reverse to happen or was I just unlucky?

Better in the middle than after a schedule has been set. This isn’t a photography issue. I’m not sure what you’re hoping to get in feedback here.
This isn't exactly a photography question, this sort of thing can happen with any hobby or other endeavor. He's probably booking as he goes, he has time for (say) six models, and he's got 20 he's juggling and picking the six he really wants, or seeing if those six or eight show up.
