Germany was never USSR… and I think you’d be hard pressed to find many fluent Russian speakers in most of the Eastern Bloc countries that weren’t part of the USSR.
I spent several months in Armenia and almost everyone can speak Russian there, at least in Yerevan.

Poland is very safe and currently has a huge number of Ukranians due to the war. You can hear ukranian and russian everywhere

I have researched this a little myself. Not for actually moving there, but for studying in mostly immersive environment. The answer I came up with was Riga (Latvia). And for good measure, flights to Riga from the US East Coast are less expensive than tomany other European cities (or at least they were about a year ago when I was researching this).
I highly recommend Georgia 🇬🇪
Armenia is a great option, especially if you're looking for a mix of accessibility and cultural richness. I spent a year there and navigated daily life entirely in Russian without any issues.
