It’s changes in foreign student visa rules, refusals to increase domestic student fees and increases in employer NIC. That’s pretty much the whole article.
This country could have easily become the best place to do science in the world over the last 4 years. There is an exodus of top scientists fleeing America. Put 2-3 bn pounds there, get them all here. 5-10 years we’d have 10x returns easy. Science is one of the best investments any nation can make. And yet here we are. Cutting our science budgets and firing whole physics and maths and engineering departments.

While I’d love to see it, as a UK scientist living in the US, it would require a large overhaul of UK science to get me back. But I think you’re right, the best time to act was 2017, the next best (as the adage goes) is now.
for the uk to attract talent from countries which are not somehow in an even worse situation, the pay would need to increase like crazy, I'm not sure it is just an investment thing (though the lack of investment in recent years and subsequent cuts of jobs certainly help companies justify the shit pay). Sure it pays better than places like italy or india, but germany or switzerland, let alone the US, are not even in the same ballpark. Pharma scientists in china literally make the same amount of money over there as equivalents in the UK, with like 5x the spending power depending on the city. We are propped up by our system's supposed 'prestige', like you say the infrastructure and ecosystem might be there for, but for how long will it really be 'top level' is anybodies guess...
I mainly teach so I'm not going to claim to be some world leading scientist, but I do some research and also participate in helping various studies run. A handful of UK universities have approached me recently with the enticing offer of "coming home", most a ranked quite highly but it wasn't Oxbridge. The salary offer was half what I get right now, for more hours and less benefits. Why would I even consider that?

Trump? None. The Republican Party is a different story though, with their pushing privatization of universities and public schooling, and the expansion of faith schools.

I mean if I was recruiting for Cineworld i'd assume someone with all that on their CV would move on fairly soon & go with someone with cinema experience.
I work in a factory, for a while management came up with the idea that they'd start hiring degree educated people for factory floor/production hall jobs. Thing is they *all* had massive chips on their shoulders, thought they didnt need to learn how to do the job they were hired for because they'd be managers and supervisors in a few months and generally acted like entitled little arseholes. So now they avoid hiring people with university level educations.

If you're a trained teacher and are willing to move for work, you'll find a teaching post easily.
I actually think having a degree is limiting. I have an art degree. After I decided I didn't want to pursue it anymore because of poor pay and creative exhaustion, every single job Interview asked me 'why' and 'art sounds far more interesting as a job'

The Labour government has harmed UK universities by neglect as much as or more than Donald Trump has intentionally damaged their US peers, the American head of the London School of Economics has claimed.
I'd argue it was the Liberal Democrats which buggered up university for everyone by hiking the fees for UK students to allow for up to £9,000/year charges for an education which is simply not worth that much for people who've had to fight their way in through merit (that's no longer the case, it's no longer for top scholars...)

A tiny fraction of what foreign students pay for access, they pay several times more per year than we do. ~£1000/year to cover the expenses from a public sector perspective is a nothingburger when we're talking about rich families sponsoring their kids to attend a foreign university.
The LSE is complaining about all the red tape but it's the fault of UK universities that it exists in the first place by doing sod all to vet people, caring only about the money.
Have a look at data on applications from international students in the last 3 years. They have gone off a f\*\*\*ing cliff, causing universities to have to cut thousands of jobs across the sector. THOUSANDS of jobs.

Only, if we want to talk historic transgressions against affordable education, we could maybe start with Blair's Labour. Not that the Lib Dems were perfect during the coalition, but unlike "bringing back the fees" Blair they weren't exactly in complete control.
Tuition fees are £120k for an international student to do an undergraduate Economics degree at LSE. They couldn’t charge that much if there weren’t good outcomes from it. Even rich people spending that want to see some benefit from it.

LSE has the highest graduate premium of all universities in the country. Its graduates are far more likely to repay their loans than others.
If you read what he says it's not "students" it's harmed in his opinion, it's university finances
